Choose Mario as your driver (may work with other drivers). Then choose Vanilla Lake 2 as the course (may work in other courses). After finishing the race while the Game Genie is on, choose replay. If the cheat works after a few laps you should be able to drive around the level while in replay mode and change the camera view!! This may take a few retries before it works.
